Well paris is not the same in winter indeed but it applies to everything, and it doesn't mean you should wait for a potential come back in summer to enjoy the streets I'd say that you at least need a sunny day to an enjoy walking along canal saint Martin and make use of the bar terraces, but you can still find indoor places in the way
