Just updating folks that as of February 2025 this problem still exists with 3 13 on a fresh install, and yes, a downgrade to 3 12 6 fixed it BTW tensorflow also failed to install on Python for Windows 3 13, and the downgrade to 3 12 6 fixed that, too
